Le minist\u00e8re de la transition \u00e9cologique s\u2019est appuy\u00e9 sur le Service des Donn\u00e9es et Etudes Statistiques (SDES) pour dresser le bilan de la qualit\u00e9 de l\u2019air ext\u00e9rieur en France pendant la p\u00e9riode 2000-2019. En ressort un bilan positif au premier abord, puisque la qualit\u00e9 de l\u2019air s\u2019est globalement am\u00e9lior\u00e9e durant cette p\u00e9riode. En effet, les concentrations moyennes annuelles de polluants ont diminu\u00e9 et les d\u00e9passements des seuils r\u00e9glementaires de qualit\u00e9 de l&rsquo;air pour la protection de la sant\u00e9 \u00e0 long terme ont affect\u00e9 moins de zones. Que faut-il retenir de cette \u00e9tude&nbsp;? On vous donne les chiffres-cl\u00e9s qui ont marqu\u00e9 cette p\u00e9riode.<\/p>\n\n\n\n<figure class=\"wp-block-video\"><video controls src=\"https:\/\/www.statistiques.developpement-durable.gouv.fr\/sites\/default\/files\/video-thumbnails\/2020-09\/datavideo_sdes_qualite_air_sept2020_0.mp4\"><\/video><figcaption><em>Bilan de la qualit\u00e9 de l\u2019air ext\u00e9rieur en France en 2019&nbsp;&#8211; \u00a9 \u00a9 SDES \/ r\u00e9alisation Datagora<\/em><\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qu\u2019entend-on par \u00ab\u00a0pollution de l\u2019air\u00a0\u00bb et d\u2019o\u00f9 provient-elle&nbsp;?<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Les effets sur la sant\u00e9 et l\u2019environnement<\/strong><\/h3>\n\n\n\n<p>La pollution de l\u2019air se caract\u00e9rise par la pr\u00e9sence dans l\u2019air ext\u00e9rieur de gaz et de particules qui ont des effets n\u00e9fastes sur la sant\u00e9 humaine et sur l\u2019environnement. Les effets sur la sant\u00e9 peuvent se manifester \u00e0 court ou \u00e0 long terme. Ils peuvent aller d\u2019affections b\u00e9nignes (fatigue, naus\u00e9es, irritation des yeux et de la peau) \u00e0 des maladies graves (asthme, allergies), voire \u00e0 des pathologies mortelles (cancers, maladies cardiovasculaires). Les effets n\u00e9fastes sur l\u2019environnement concernent notamment l\u2019acidification des eaux et des sols ou encore la baisse des rendements agricoles.<\/p>\n\n\n\n<p>La<a href=\"https:\/\/www.airandme.fr\/blog\/articles-du-moment\/quy-a-t-il-dans-lair-que-nous-respirons\/\" target=\"_blank\" rel=\"noreferrer noopener\"> pollution de l\u2019air<\/a> est le fait des gaz et des particules rejet\u00e9s directement dans l\u2019atmosph\u00e8re, provenant des activit\u00e9s humaines, telles que les transports, l\u2019industrie, le chauffage r\u00e9sidentiel ou l\u2019agriculture, mais \u00e9galement par des ph\u00e9nom\u00e8nes naturels comme les \u00e9ruptions volcaniques ou bien les brumes de sable. Une fois \u00e9mises dans l\u2019air, ces substances sont sujettes aux conditions m\u00e9t\u00e9orologiques, comme le vent, la pluie et les changements de temp\u00e9rature.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Focus sur les particules de l\u2019air<\/strong><\/h3>\n\n\n\n<p>Il faut distinguer les particules primaires des particules secondaires. Dans le premier cas, elles sont directement \u00e9mises dans l\u2019air par des sources naturelles (\u00e9rosion, par exemple) ou par des activit\u00e9s humaines&nbsp;: soit une combustion, soit une activit\u00e9 m\u00e9canique avec cr\u00e9ation de particules g\u00e9n\u00e9ralement plus grosses (labour ou moisson, chantier). Dans le cas des particules secondaires, celles-ci sont form\u00e9es par r\u00e9actions chimiques entre plusieurs polluants gazeux et\/ou particules d\u00e9j\u00e0 pr\u00e9sents dans l\u2019atmosph\u00e8re, appel\u00e9s pr\u00e9curseurs&nbsp;: principalement NOx (oxyde d\u2019azote), SO2 (dioxyde de soufre), NH3 (ammoniac) et COV (Compos\u00e9s Organiques Volatils).<\/p>\n\n\n\n<p>Le diam\u00e8tre a\u00e9rodynamique des particules d\u00e9termine leur classification. Les PM1 (diam\u00e8tre inf\u00e9rieur \u00e0 1\u00b5m) comptent parmi les plus nocives pour la sant\u00e9 car elles peuvent p\u00e9n\u00e9trer profond\u00e9ment dans l\u2019appareil respiratoire de par leur petite taille.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2000-2019&nbsp;: les chiffres cl\u00e9s de l\u2019\u00e9volution des polluants de l\u2019air<\/strong><\/h2>\n\n\n\n<p>De 2000 \u00e0 2019, on constate une diminution des \u00e9missions primaires de polluants, c\u2019est-\u00e0-dire les quantit\u00e9s de polluants \u00e9mises directement dans l\u2019atmosph\u00e8re, ainsi qu\u2019une diminution des concentrations moyennes des polluants. L\u2019\u00e9tude fait l\u2019\u00e9tat des lieux des 6 particules suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>SO2 (dioxyde de soufre), issu principalement de l\u2019industrie<\/li><li>NOx (oxyde d\u2019azote), issu majoritairement de la combustion<\/li><li>NH3 (ammoniac), provient essentiellement de l\u2019agriculture<\/li><li>PM10&nbsp;: particule de diam\u00e8tre inf\u00e9rieur \u00e0 10 \u00b5m<\/li><li>PM2,5 : particule de diam\u00e8tre inf\u00e9rieur \u00e0 2,5 \u00b5m<\/li><li>Ni (nickel), m\u00e9tal issu en grande majorit\u00e9 de l\u2019industrie<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>La baisse des \u00e9missions par particules<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>PM10&nbsp;: -51%<\/li><li>NOx&nbsp;: -56 %<\/li><li>PM2,5 : -61 %<\/li><li>Ni : -85 %<\/li><li>SO2&nbsp;: -80 % (elles ont \u00e9t\u00e9 divis\u00e9es par 5)<\/li><li>NH3&nbsp;: -8,5 % (elles n\u2019ont que faiblement baiss\u00e9)<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>L\u2019\u00e9volution de l\u2019indicateur d\u2019exposition moyenne aux PM2,5\u00a0en zone urbaine<\/strong><\/h3>\n\n\n\n<p>Depuis 2015, aucune agglom\u00e9ration n\u2019a enregistr\u00e9 de d\u00e9passement du seuil r\u00e9glementaire fix\u00e9 pour les PM2,5 en moyenne annuelle pour la protection de la sant\u00e9 \u00e0 long terme.<\/p>\n\n\n\n<p>L\u2019objectif 2020 \u00e9tait fix\u00e9 \u00e0 14,7 \u00b5g\/m3, celui-ci a \u00e9t\u00e9 atteint en 2014. L&rsquo;Etat a fix\u00e9 \u00e0 2025 un objectif \u00e0 12 \u00b5g\/m3 et \u00e0 l&rsquo;horizon 2030 \u00e0 10 \u00b5g\/m3.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Les 3 \u00e9pisodes de pollution d\u2019ampleur nationale<\/strong><\/h3>\n\n\n\n<p>En 2019, 3 \u00e9pisodes de pollution ont touch\u00e9 la France m\u00e9tropolitaine, c\u2019est-\u00e0-dire des p\u00e9riodes avec des concentrations sup\u00e9rieures au seuil d\u2019information et de recommandation (seuil d\u2019alerte)&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>du 25 au 30 juin et du 22 au 27 juillet pour l\u2019O3 (ozone)<\/li><li>du 20 au 28 f\u00e9vrier pour les PM10<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2018&nbsp;: la plupart des pays d\u2019Europe, dont la France, d\u00e9passent les seuils r\u00e9glementaires de qualit\u00e9 de l\u2019air fix\u00e9s pour la protection de la sant\u00e9 \u00e0 long terme pour au moins 1 polluant<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>La l\u00e9gislation europ\u00e9enne impose, pour certains polluants atmosph\u00e9riques, des plafonds d\u2019\u00e9mission par \u00c9tat membre de l\u2019UE. Ces pays doivent aussi respecter des seuils r\u00e9glementaires communs de concentration dans l&rsquo;air ambiant pour la pr\u00e9servation de la sant\u00e9 humaine. On constate qu\u2019en 2018, ces pays ont majoritairement respect\u00e9 les plafonds d\u2019\u00e9mission. En effet, seuls 6 \u00c9tats membres d\u00e9passent au moins l\u2019un de leurs plafonds d\u2019\u00e9mission. La France n\u2019est pas concern\u00e9e. Cependant, seuls 4 pays de l\u2019UE respectent les seuils r\u00e9glementaires de qualit\u00e9 de l\u2019air pour la protection de la sant\u00e9 \u00e0 long terme fix\u00e9s pour les PM10, PM2,5, le NO2 (dioxyde d&rsquo;azote) et l\u2019O3. Des d\u00e9passements pour les PM10, le NO2 et l\u2019O3 concernent 11 Etats membres, dont la France. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2019&nbsp;: le nombre d\u2019agglom\u00e9rations qui d\u00e9passent les seuils r\u00e9glementaires pour le NO2 et les PM10 au plus bas<\/strong><\/h2>\n\n\n\n<p>&nbsp;En 2019, 5 polluants sur les 12 r\u00e9glement\u00e9s \u00e0 l\u2019\u00e9chelle europ\u00e9enne pr\u00e9sentent des d\u00e9passements des seuils r\u00e9glementaires de qualit\u00e9 de l\u2019air pour la protection de la sant\u00e9 humaine \u00e0 long terme. On observe une r\u00e9currence des d\u00e9passements, m\u00eame s\u2019ils sont moins nombreux qu\u2019auparavant :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>2 agglom\u00e9rations pour les PM10<\/li><li>9 agglom\u00e9rations pour le NO2 (elles \u00e9taient 37 dans cette situation en 2003)<\/li><li>49 agglom\u00e9rations pour l&rsquo;O3<\/li><\/ul>\n\n\n\n<p>De plus, l\u2019ann\u00e9e 2019 est marqu\u00e9e par 2 \u00e9pisodes de pollution \u00e0 l\u2019ozone d\u2019ampleur nationale. Des \u00e9pisodes de pollution aux particules sont \u00e9galement observ\u00e9s en m\u00e9tropole et outre-mer.
